East Zone police numbering

There have been more East Zone police department unit numbering changes. The changes happened at the same time as the new CAD system was being put in to use. East PD are s cheduled to move to UHF soon.

Edgewood PD - #2700
Forest Hills PD - #2800
North Braddock PD - #2400
Penn Hills PD - #3300
Plum PD - #3300
Rankin PD - #3600
Swissvale PD - #3700
Wilkins Township PD - #4100
Wilkinsburg PD - #4200

I probably left a couple out. The pages will be updated when the conversion to UHF is done. That should be soon. If not I will make the unit number changes on the pages.
