One of the units testing is hearing an Ohio PD system. Looks like it could be Trumbull County Sheriff who also uses 154.740 PL 141.3.

Zone 3 Police are currently on 155.7225 PL 103.5

I would expect that 154.740 will be worked on now, and back on the air soon.
